I understand the idea behind it, but I must say definitely "no" to this 
one! I partly take up arguments of Frank Pilhofer here with whom I spoke 
on a similar subject. Competition, together with open-source,  is at the 
base of productivity AND security! Password Safe has created something 
like a standard with format V2 and all of us have contributed something 
or other. - Different institutions performing implementation cause 
unavoidable friction but the benefit is ultimately to the user. Multiple 
implementations ultimately ensure that the strandard is really working 
and they also give some kind of insurance to the users that their 
investment into this standard will be carried on, even when some of the 
"combatants" die out eventually.

As for the UTF-8 issue, I agree to find it annoying! Password Safe has 
25 developers but since two years or so they didn't make up their minds 
to implement the existing definitions of the V2  standard. Other 
projects didn't want to wait in solemn silence if it takes another 2 
years until something happens, but they started their own programs. So 
you can make your own conclusions what would be the probable outcome of 
a "comitee" implementation.

I want to thank you for the hint about JPWS errors, I will shortly 
correct them. My personal wish to critical users (which are welcome) is 
that they should give their feedback at proper place and proper time and 
thus help the process of necessary corrections. In this case a bug 
report sent to the JPasswords project trackers might have done the job 
long before!
