one step debugger issue in wdsc 5.1.2

I just installed wdsc 5.1.2 build 20040506.1735 and can no longer use the one step debugger. I am attempting to use debug iseries batch application.  I can see that it submits it to the jobq on hold, but then the debugger never starts the job never releases. I have verified that all PTF's have been installed based on the web site for v5.2 and using check ptf in WDSC. I was using wdsc 5.1 prior with no issues. Any Help?
