Question regarding Customs Values vs. Accounting Values on International Shipments from US to UK

Dear List Members,

I am seeking a method to handle a business problem in MAPICS (AM 
Financials, COM, XA R6, no Browser applications).   I'm guessing a number 
of you have encountered something like this.

Background: 
We produce a Customer Invoice for a shipment that is destined for a sister 
company (US shipment of product to UK).  Financially, we want the 
accounting treatment to charge our UK location at a Standard Cost + 10%. 
We use a COM pricebook to charge the appropriate price on the invoice (in 
the US).  In the UK, there is a purchase order in their separate system 
with matching purchase prices.  The intercompany profit is eliminated in 
financial consolidation, which happens in a system above the US and UK 
systems.
The customs officials in the UK are telling us we must show a 
substantively higher value on the inbound goods because the manufacturing 
content has been moved out of the UK to the US.    However, we would like 
to keep our accounting as it exists today at Cost +10%.
Problem:
We would like to have the "commercial invoice" to have a different amount 
on it than the financial invoice and it's associated accounting treatment. 
 
Questions:
Does anyone know of a way to do this in MAPICS? 
Does anyone know of an argument in favor or opposed to this proposed 
business practice?
I am told that SAP has a standard way of monetizing commercial invoices 
differently than financial invoices, but I would like to find independent 
verification of that capability.  Does anyone on this list know of that ?

I hope I've been clear enough with my description and my questions. Please 
feel free to contact me directly if you like to explore further or 
clarify.  I'll post the outcome in final form so everyone can share in the 
knowledge.
