    qa/370: changes for sysstat v11.2.0

    New data file and script changes to accommodate.

    Also recreating the data file on a machine that supports active VMs
    exposed a problem with the "user" time reported by sar -u ...  this
    would appear to be usr + guest (thanks Nathan), so use derived metrics
    to reconcile the values (like already used in the sys CPU case).

    qa/870: allow seq # as optional argument after --check

    When run with --check (like in a check callback script), specifying
    an additional NNN argument will append any diagnostic output to the
    NNN.full file, rather than overwriting the 870.full file.

    qa: dodge bad version of libvirt python wrapper

    The libvirt PMDA will dump core in some cases because of a bug in
    the python wrapper code, so either don't run the test, or filter
    the resulting badness from the output.

    src/pmns/Rebuild: rebuild pmns if root is empty

    If $PCP_VAR_DIR/pmns/root exists, but is empty then Rebuild would fail.
    Extend the existing check when creating a new skeletal root to include
    the cases where the root file is missing or the root file is empty.

    Found in the QA farm, where an unscheduled shutdown after a PCP
    install had left the root file empty at the next reboot.
