Bugfix for Tex4ht is on the way, you know. I have installed arabtex, no 
problem here with:

arabtex.sty    2003/08/22  3.11 ArabTeX main module

Your test file moans about missing characters, but no problem with lower 
case ibidem, possible that another bugfix in jurabib has solved this.

No crash here, only lower case ibidem if hyperref and tabularx are 
loaded. This is fixed in 0.6 beta 2.

But be aware: 0.6 is a major release step! The order of the optional 
arguments has changed!  For old style use the `jurabiborder' option.

The indexing stuff is in a major rewrite, I'm awaiting some 
contributions from Stefan these days.
