What if you do:
\footcite[\nopage{}][Nagel's ... ]{nagel1970}
?
Of course this is a workaround. It at least stops the `pp.' and perhaps it
also triggers the sequence of the optional arguments. You could also try to
replace these cases with an ordinary \footnote{Nagel's ... \cite{nagel1970}.}
This is only problematic if capitalization is an issue, for example when the
citation is replaced by Ibid. and the preceding comment ends with a comma or
the like.
If these workarounds don't work, I would suggest that you update your source
files to reflect the new order of the optional arguments. I don't know of
course whether you have a lot of double optional arguments. I did it during
the last stage of the editing of my thesis (250pp.).

Generally, the less options you use, the less problems can occur.
