From the Documentation, section 5.2: --- Empty shorttitle-field If the shorttitle-field is empty or nonexistent, the following happens: The full title specified in the title-field will be used, if (locally) the command [foot]citetitle or (global) the option citefull=all is being used or multiple works of the author have been cited. --- So, using the option "citefull=all" should solve your problem.
