Testing with this tarball:  No rule to make target 
`test/bib_natbib3.tex'; fixed by copying test/bib_natbib3.tex in from 
cvs sources.  Otherwise compiled fine on OS X 10.3.2.

Other issues:  I looked at the natbib tests, and I think the following 
testcases in bib_natbib1.tex and bib_natbib2.tex are unrealistic, and 
should both use citep instead.

\citet[in][chap.~3]{allen1995a,allen1995b} and
\citet[in][chap.~3]{allen1995a}

Changing them to citep makes the second one convert properly, but the 
first one still converts as (in Allen and Carifio, 1995b, chap. 3 ; , 
1995a, chap. 3).  I guess that it should be (in Allen and Carifio, 
1995b, chap. 3; 1995a, chap. 3), from reading Daly's natbib manual, 
although I don't use this style myself.

Also, I saw Error! printed in bold in a couple of table items in the 
tabbing.tex and tabular.tex conversion.
