That is my problem as well.  I don't use the natbib stuff and only 
barely know what is expected.
Your test cases were very helpful.  Anyhow, I will change these \citet 
to \citep.  Is the only problem
the extra space before the semi-colon?  Or is the repetition of chap. 3 
a problem as well?

OK, I will look at these as well.  I did not think that I had touched 
the tabbing/tabular code in a
while.
