generally, you expect too much from latex2rtf. Please note that latex2rtf
is NOT a fullblown TeX interpreter but only supports a limited subset, as
written in the documentation.

Latex2rtf cannot load packages at all. All supported LaTeX commands are
hardcoded.

It's simply not (yet) implemented in latex2rtf.
