I am not able to reproduce any shift when compiling your example using 
prosper (CVSId: $Id: prosper.cls,v 1.23 2002/10/08 19:07:31) with 
tetex(1.0.7-57). Is your seminar package patched?  When I compile, I get 
somrthing like:

The seminar.bug and seminar.bg2 are patches which are loaded after the 
seminar package. This is just a suggestion, not a remotely educated guess!
