well, TLC3 is what we recommend as a core from the LaTeX team (give or 
take some judgement call errors that will become clear only over time)

thus that list is essentially given by the yaml file for the tagging project

fonts other than computer modern and latin modern I would move perhaps 
in a separate addon-on but other than that this would be a recommended 
list that fits this bill of a general purpose curated scheme.

and of course it does only cover the more generic classes and but I 
think this is appropriate.

in addition (or at some point instead of beamer) it should probably 
include ltx-talk

and the list of arXiv > 1% should probably be looked at too, but not for 
general inclusion because it only reflects what has been used  a lot but 
not whether this is a good idea necessarily, e.g., everyshi is > 10% but 
it isn't at all any longer necessary as it is only an empty 
compatibility package these days.
