It won't appear by wishing - sure.  

I'd love to contribute to creating the curated TeX Live collections, but 
would need a clear scheme and step-by-step instructions to get started.
TeX packaging expertise is required that I don't yet have. 

The momentum is definitely there, yet a few knowledgeable people need to 
lead with the initial structure while others test and validate. I'm not 
expert enough to start solo, but eager to help once there's a blueprint.
