No expertise needed, just select a list of packages from those available
in TeX Live.

If you have all installed, you can get all package names by
	grep ^name ..../texlive.tlpdb | awk '{print$2}'

What is more complicated (and completely independent from packaging), is
creating a subset that is somehow self-contained so that no depending
package is missed.
