Take for example , the different main classes: article, KOMA and memoir.
article is used by many other classes as the basis and there a a large 
number of packages that are there for extending article with features. 
Many of them are not compatible with KOMA or memoir because they have 
their own methods for this. But that doesn't mean you should only add 
one of the classes

ditto with some of the package providing output routine extensions. Not 
all can be used at the same time, but they are there for different purposes.

so on the whole I think TLC as a scheme does well, but it doesn't mean 
that all of the 500 packages can be loaded together (most can because we 
produced TLC in one go and loaded many of the packages --- but certainly 
not all of them.

@Karl if https://latex3.github.io/tagging-project/tagging-status/full 
sorted by TLC3 is not workable (which probably isn't) I can try to make 
a clear list and also take out the font packages into a separate list 
... but not at 1am  ... and only if there is some consensus that this is 
actually work doing
