At least on macOS, you can connect to a FTP server without a browser, with the file explorer (named Finder).

In the Finder app, choose in the menu bar Go, then Connect to server…, or with cmd+K shortcut, then enter the address (example: ftp://ftp.math.utah.edu/pub/tex/historic/), and choose Guest (or anonymous/anonymous for login/password).

The content of the FTP server is displayed in the file explorer, as if you are in an external drive.

When you're done, click the eject button displayed to the right of the server name in the sidebar of the Finder window.

So you can explore an FTP server without another app (but a specialized app is probably better for advanced usage).

Perhaps there is a similar trick in other operating systems.
