Indeed, I disabled ftp on tug.org a few days ago (and you are the first
person who has noticed). I don't plan to reenable it. It was perpetually
overwhelmed by robots crawling everything they could find, just
increasing net traffic to no purpose.

    In the latter case, is there another historic repo?

Yes, listed at https://tug.org/historic (as already noted).
Unfortunately I've never managed to set up a multiplexor, so just have
to pick one.

I'd suggest that TLU users would be better served by using
https urls instead of ftp for the fallback(s). --best, karl.
