1) TeX Live and CTAN are two different things, with different people
involved. For an answer about CTAN, you should write [email protected].

2) For TeX Live, no official policy has been stated. We will discuss.

I think it's safe to say that, at a minimum, if we do accept packages or
changes including AI-generated code, a human must still take full
responsibility for all of the material, both legal and technical. Just
like when LLMs are not involved.
