Ok, I have remedied my situation.

With assistance from an admin, we tracked down and zapped the relevant MiKTeX traces (roots and registry entries).

We then had another fail (and subsequent manual uninstall), before this was a success:
basic-miktex-2.9.4146.exe --private --user-data=C:\temp\miktex29 --user-install=C:\miktex29

[FWIW, we started cmd.exe as admin - but I do not believe that had anything to do with it.]
My theory is
a) The same path for UserConfig and UserData I tried at first, was doomed
OR
b) Somehow, the longwinded network share name botched up some MiKTeX internals (?)

Anyway, with C:\temp\miktex29 as user data root, my documents compile again and the specific etiology of symptoms no longer present is a moot point.

Hopefully my next posting will be more solution- than problemoriented :)
