Dear Ulrike, thank you for your help. After some tests I get the picture that the portable branch of MiKTeX 2.9 constrains the local setting of configuration files (or is it a bug?). As the documentation says (miktex.pdf) 'dest-names-size' is a runtime parameter of the pdftex engine. How can I read those parameters from an file? I tried 'initexmf --edit-config-file=pdftex' and edit the file, but this doesn't work.
