MiKTeX 2.1 - as in a MiKTeX that's so old it's not even listed on http://miktex.org/releases? I believe looking online MiKTeX 2.1 may have recently celebrated its 12 birthday...

Just to be clear - you tried to install MiKTeX 2.1 on Windows 7 or MiKTeX 2.9 on Windows 7? Looking at the directory name you're giving, I'm guessing you used 2.1 as more recent versions default to C:\Program Files\MiKTeX 2.x\

Assuming you tried to install MiKTeX 2.1 then, yes, there's a strong chance that MiKTeX written in 2001 failed to take into account differences in 2009's Windows 7. Perhaps you'd like you to donate a crystal ball to Christian for his future work?

Well, you've left it 5 years since you last tried a current MiKTeX - why not try 2.9? Nobody forces you to use a newer version, but you can't expect the rest of the world happily using the latest version to have any real desire to help you using a prehistoric version of MiKTeX on a very nearly defunct operating system...
