Re: installation of miktex packages

Some more information would be helpful.   Did you install from DVD because
your internet access is problematic? Some points to watch:

1.  TeX packages often come in groups that depend on each other and should
be upgraded together, so you should avoid a process that results in a
non-standard mix of versions (e.g., some older packages from MT 2.9 mixed
with packages from MT 3.0).

2.  If you are installing packages using .dtx and .ins files you have to
check that you have appropriate versions of any associated packages, both
now and also for as long as you are
going to use the self-installed package.  Some packages are self-contained,
but
others may not work if supporting packages are too old or too new.  In most
cases there are installation instructions with the .ins and .dtx files, but
often assume some knowledge of TeX and command-line tools.

MiKTeX allows you to create one or more local texmf trees.   Each of these
must use the TDS structure.

Are you sure you need foiltex?  Due to the restrictive license, foiltex
can't be included in MiKTeX or Tex Live.  One consequence is that the
number of users is small.  Beamer and prosper are widely used alternatives
to foiltex.  Also worth a mention is CoNTeXt.  You can
view example presentations on the ConTeXt site and decide it they fit your
needs.
