Many people can point to things in TeX that don't meet their needs.  Older
tools to support things like bibliographies and indexing were never
designed to be used with languages outside Western Europe.   One
school of thought holds that proper mathematical notation needs to be
readily available outside academia, in languages for which the fonts
available from legacy TeX or even pdftex are lacking.   There are others
who use TeX for non-maths documents but need features not well supported
in other document production systems.
