Thanks.  From now on, we should be more careful to note this stuff as we
go.  My apologies for not saying anything sooner.

I just added what little I remembered of your changes and some of mine
that I had left out of the NEWS file, as well as reorganizing it into
what I thought were more appropriate sections, including the command
line bit.  Please feel free to rewrite anything you think is incorrect
or incomplete.
