I was about to suggest tidy.

If tidy wants to correct anything, shouldn't it be fixed in texi2html 
anyhow?

The test script could scan the tidy output for messages to make sure 
that it is not printing warning messages that mean that it might have 
corrected something and abort if it finds any.
