Almost correct isn't good enough :-) By the way, sorry for the late

Use \parstepwise in stead \stepwise - this is a FAQ (but I'm not sure
if I actually have included it in the FAQ document).

Yes, probably but it's not a texpower/powersem issue. This is a
feature of seminar. (I don't recommend using seminar, and hence not
powersem either...)

Use \restep in stead of \step. In your case I just replaced the last
\step with \restep and got the wanted behaviour.

Yes, maybe we should put more on  the \rexxx functions (where "xxx"
can be "step", "switch" and so on).
