You are right: the space between the foilhead and the
itemize list changes when the whole list in eventually
displayed. And moreover: try to use \item \step{.....}
instead of \step{\item ...} and you get a different result.
I wonder also if this is a bug or I am doing something
wrong. But there is one thing clear: the last \step{}
statement inserts like a new item that puts an additional
space until the last step is executed and being it empty,
the space is then suppressed and the distance between the
head and the list increases slightly.
