Re: instructions for new users... no readable README?

Well, any current Windows user has xmltv.exe (from the alpha) and 
nothing else, so we can certainly do better!

The way the  "make windows_dist" worked before,  is I ran it on Linux, 
added the latest alpha-exe (generated after versions were bumped and 
committed) and then zipped up the tree created.

I tried to run windows_dist on my Windows system and it doesn't work.  I 
suspect the old code will work on Linux, I'll try it there.  I'm sure 
windows users would appreciate the Quickstart and man pages.

I'd much rather give users an official zip file rather than just a EXE.
