To expand on what Bob said... here's what you get when you run XMLTV 
without any arguments

(maybe the confusion is XMLTV is a command line set of tools... you 
don't run it from the Windows GUI)

D:\Users\robert\batch>xmltv
Timezone is -0500
you must specify the program to run
     for example: xmltv tv_grab_fi --configure
Valid commands are:
     tv_augment           tv_grab_fi           tv_grab_uk_bleb
     tv_augment_tz        tv_grab_fi_sv        tv_grab_uk_tvguide
     tv_cat               tv_grab_fr           tv_grab_zz_sdjson
