It is rather a "legacy sandboxes" problem since CVSNT is now offering 
native SSH support and CVS_RSH doesn't have to be used. I recognize 
the problem however but I havent decided the solution just yet.

I might restore the CVS_RSH setting storage to prevent breaking the 
working sandboxes but without the setting exposed.

For new sandboxes people would use SSH protocol instead of EXT which 
should eliminate the need for manipulating CVS_RSH.
