In CVS, go to Admin > Prefences > WinCVS.

In the Python DLL field, enter C:\Windows\System32\Python25.dll

In the TCL DLL field, enter C:\Python25\DLLs\TCL24.dll (or wherever
the ActiveTCL DLL is)

Restart CVS and all should be fine.
