WinCVS is a GUI only - not a client - you need either a CVS or CVSNT client to make it work - most people use a CVSNT client. It is perfectly OK to use a CVSNT client with a CVS server - many many people do this.
Some features of WinCVS only work if you are using CVSNT Server (yes CVSNT server runs fine on Linux, yes it is GPL/LGPL), eg: revision graph with mergetracking, mergepoints, changesets, user defined changesets, etc.
