No.

If you install CVSNT on your linux server - yes it will need to be
configured in /etc/cvsnt/Pserver (use /etc/cvsnt/PServer.example as a
guide).

If you are using CVS 1.11.22 as a server on linux then some WinCVS
features do not work, eg: revision graph with mergetracking,
mergepoints, changesets, user defined changesets, etc.

CVSNT runs on linux as well as windows as well as solaris, hpux, mac os
x, IBM iSeries etc etc.

Ie: Some features of WinCVS only work if you are using CVSNT Server.
