Once CVSNT is configured and running on the server, you should be able to connect from the client using a CVSROOT similar to this: :sspi:Essence:/test (where /test is some test repository you've added using the CVSNT control panel). This is more a CVSNT/CVS question, mostly unrelated to Tortoise.
