You mean it works from command line but not from TortoiseCVS?

They use the same information, so once you've logged in at the command
line then TortoiseCVS should NOT be prompting...

It's a bit difficult to understand what's going on by your explanation -
you are saying something doesn't appear but not telling us actually what
does appear.
