I am using TortoiseCVS 1.8.32 on Windows XP.
I use the CVS History dialog frequently.
Right Click on the file in explorer -> CVS History ...

And it shows the History Dialog.

It seems to be done by first running cvs log -f filename & then
Invoking TortoiceAct.exe and command line for this option looks
like
TortoiseAct -f somegeneratedtmpfileordirname -h 0xhandle

I tried opening somegeneratedtmpfileordirname but it didn't exist
(even when the history dialog was active).
the handle seems to be handle of the explorer window.

I tried all other combinations of command line - but I am not able
to get the History Window without going through Explorer.

Can someone suggest a way of doing this - multiple steps are fine.
