Well, as even Microsoft is not able to suggest a working strategy (see Arthur's link: http://groups.google.com/group/microsoft.public.platformsdk.shell/browse_thread/thread/e79555b9910c5f68?pli=), 
there is little hope that the TortoiseCVS developer (me) will be able to do something about it.
