So yes, the above is what I did to get to the problem - what I found was two 
versions of CVSNT were installed side-by-side - 2.5.03 and 2.5.05; but something 
must not have gone right with the upgrade, leaving some binaries still around 
from 2.5.03, and thus the DLL mismatch issue.

After I uninstalled TCVS and both CVSNT installs, then re-installed TCVS (which 
reinstalled CVSNT 2.5.05) everything works.
