Yes, this was the case I had neglected to remove the previous version. So, removed everything (old and new) and started again. Seems to install (no errors reported) but doesnt do anything . My existing sandboxes dont get marked. There are no services loaded (dont know if this version has services?) There is no cvsnt control panel (again, does this version have one?) It is as if there is another step that I am missing. Cant see anything in either cvsnt or Tortoise user guides.
