TortoiseCVS 1.12.3. /norestart flag not working?

I tried running the following


TortoiseCVS-1.12.3.exe /verysilent /norestart


The install runs unattended, but the /norestart flag is ignored.
That is, the computer reboots.
The flag worked in Tortoise 1.8.
