Sticky tag is used to define when you have specifically asked for a tag.  For example:

-- You checked out (or updated to, same thing in this context) a branch.
-- You checked out a specific version of a file that wasn't HEAD.

It is irrelevant to edit, except that you can't "commit" something that isn't at the tip of a branch or HEAD.

You clear a sticky tag by "returning to HEAD".  You'll always have a sticky tag set when you're on a branch.

A "tag" is NOT the same thing as a "sticky tag".  You could think of a "sticky tag" is the /use/ of a tag or version number.

You can use the "cvs status" command to see what the current sticky tag is and how it changes as you do update special (the TortoiseCVS command that allows you to get or clear sticky tags).
