Steve,

I wrote the tortoisecvs screen you are referring to (checkout tree
control).

TortoiseCVS is just a GUI.  It's not responsible for the cvs.exe
commands (which is CVSNT) or the results from the server (which is
whatever your server is).

All the tree control does is issue 'cvs rls' commands to the server, and
then display the results in the tree control.  

If you don't like the results, change your server.  

The way you are decsribing the results you want (modules only shown at
root level) is exactly how CVSNT server works.  It's how I prefer the
results, and so I use CVSNT...
