I don't think the inverse of this ever got implemented:

#936955 (Bug #75207) ** 'p4 reconcile' will now detect files that are
open for delete but are physically present on the client, and reopen them for
edit.  

so to open a file for delete after it's been open you'll need to revert
it first.  I'd just do this once ready to submit:

p4 revert -k //... p4 reconcile //...  
Not the most elegant solution but it's easier than writing a script to
specifically reopen the deleted files.
