Require Check-In Comments not working

We have "Require Check-In Comments" enabled for all repositories, but it is not requiring clients to do so. People are able to check in files without any comments at all. We are running 1.2.1 on clients and the server. This option was enabled way back in version 1.01, so both clients and the server have all been restarted since then. :-) Has anyone else seen this?
