Well, the Win32 binaries are finally there, too, at

Sadly, the size of this package rose from 3.5MB to 16MB since the last
release. That's because we're now including the latest apr-iconv
conversion modules, which are filled to the gills with debug
information. I hope to find a resolution in time for 0.19, but make no
promises.
