Hi Greg. You can import the model into another project with or without its IPOs and 
Actions (or materials, textures, etc.). You can also copy it to another "Scene" in the same 
.blend file with or without these other attributes.

I haven't messed with the character animation stuff in a while, but if you need a more 
detailed explanation, I'll look into it. The documentation at blender.org should explain 
most of this, though.
