yep, Rhino has always been totally focused on Nurbs modeling.

Another one to try and check especially if Rhino's price is a bit
exhaustive for your budget, is Amapi Pro 7.5, which is now sold by
eFrontier at www.e-frontier.com 

Amapi 7.5 Pro is a very powerful Nurbs modeler and has perhaps a more
plyful and interesting interface.

If you compare the two you'll find differences. Try demo versions so
you can decide for yourself what you like best.

Also keep in mind that modeling is one thing but it's not the whole
picture. You may eventually want to render or animate something you
modeled, so compare the cost also with future tools needed for that,
i.e. if you compare the Flamingo and other add-on tools for Rhino vs.
the other tools that play well with Amapi, Carrara and also tools from
e-Frontier like Shade.

There's also a free version of Amapi, version 6.1, links to it at
www.thebest3d.com/amapi - VErsion 6 already had some level of Nurbs
modeling and also outstanding tools for construction-curve based
modeling, such as to create Gordon surfaces, immensely powerful stuff
even without Nurbs. Amapi also has great subdivision modeling.

It's a bit outdated but hey it's free and I still keep it and use it
on my latest puter.
