VERSION numbering

Kai-Uwe and everyone,

Any opinions on how CinePaint versions should be numbered?

I've upped the VERSION in CVS to 0.25.0. FYI, that is changed in both 
configure.in and lib/version.h (because Windows doesn't use configure).

When I roll versions of CinePaint, I number them as 0.##. On the other 
hand, when Kwi-Uwe rolls a version he numbers them as 0.##-#. The GNU 
way is 0.##.#. Debian doesn't like having a "-" in the VERSION, so my 
way or the GNU way would seem best.

With my simple numbering system, the number says how many releases we've 
actually made. Since Kai-Uwe always adds them, obviously some of us feel 
a need for minor version numbers.

Do we need minor version numbering for CinePaint? Should the next 
release be named 0.25, 0.25.0 or 0.25-0? Opinions?
