Yes, I'm working on it. I fixed a something in 1.3 to do with the 
.cinepaintrc file, and have made it worse. When that file can't be found 
on installation all the paths go to naught.

Working on it. As a work-around, it should be possible to go into the 
settings dialog and reset the paths appropriately.
