fltk-config is an executable program that should be installed
if fltk is installed.  To find out where it is just do the
command:

which fltk-config

This should return /usr/bin/fltk-config or /usr/local/bin/fltk-config.
If it doesn't, then fltk has not been properly installed.

The PKG_CONFIG_PATH variable only contains the locations
of the pkgconfig data files and has nothing to do with
finding fltk-config.

Gutenprint is not needed.  Just use the --disable-print
option to cinepaint ./configure.
